What is in the 007 First Light free Starter Pack?

If the free mission convinces you, the full game is cheaper for a short time. Steam players save 40% from November 5 to November 9. On Xbox Series X|S the 40% cut runs from November 5 to November 15. Does my progress carry over?

Yes. IO Interactive states that progress made in either the Starter Pack or the PS Plus Premium timed trial carries into the full game after purchase, so you will not need to replay the opening.
